The greybeards use shouts or dovah tongue
The dwarves used tonal manipulation which is less clear what it is but could be related to shouting? I don’t think they ever really say what exactly it is

My favorite thing about the clear skies shout is that when outside, using a single word can stagger enemies and it has a super quick cooldown. Inside it doesnt do anything.
I think the problem is it’s not the sky. We need “clear dwaemer rock ceiling cloud billshit”
It clears naturally weather, not artificial weather. Lol
